Bruselas da más visibilidad a la red europea de búsqueda de empleo para cubrir 2 millones de vacantes en la UE

La Comisión Europea ha presentado este viernes las mejoras que espera implantar «cuanto antes» en la red paneuropea de búsqueda de empleo, conocida como EURES, con el objetivo de mejorar su oferta, aumentar su visibilidad y ofrecer mayores garantías de protección a quienes la utilicen, para favorecer así la movilidad de los parados europeos y cubrir los cerca de 2 millones de vacantes que existen en el mercado laboral de la UE.

«La movilidad es una opción personal, nadie está obligado a ella (…), pero sabemos que la movilidad es parte de la solución al desempleo» en la Unión Europea, ha declarado el comisario de Empleo y Asuntos Sociales, László Andor, en una rueda de prensa en Bruselas ofrecida para explicar los cambios de EURES, una iniciativa que existe desde hace ya veinte años.

Entre las novedades, se prevé que el portal web de EURES mejore su oferta abriendo su acceso a las oficinas de empleo nacionales -que podrán publicar en él los currículum vitae de los desempleados inscritos, siempre que éstos den su autorización previa- y también a los servicios privados como, por ejemplo, las agencias de empleo temporal.

Los cambios incluyen también la posibilidad de que los buscadores de empleo y las empresas que ofrezcan vacantes reciban asesoramiento para facilitar el reclutamiento e integración de los contratados a sus nuevos puestos.

También se mejorará la colaboración y el intercambio de datos entre países, además de pedir a los gobiernos mayores esfuerzos para «concienciar» de los derechos laborales y de Seguridad Social que asisten a los trabajadores en movilidad, y evitar así que sufran abusos o encuentren mayores obstáculos por cambiar de Estado miembro.

El objetivo primero de EURES es «conectar» a los buscadores de empleo con las vacantes que existan en la Unión Europea -actualmente unos 2 millones, según cifras de Bruselas- y contribuir a reducir los «niveles inaceptables» de paro que hay en la UE, ha apuntado Andor.

Con todo, el comisario ha evitado dar cifras estimadas sobre el impacto real que tendrán estos cambios en el mercado laboral europeo, si bien ha concedido que la «intensidad» para la colocación con EURES tendrá mucho que ver con el ritmo de recuperación de la economía en la UE.

The European Commission presented this Thursday the improvements it hopes to implant “as soon as possible” in the European wide job search network, known as EURES, in order to improve the supply, increase its visibility and offer greater protection to those who use it to favor greater mobility for unemployed Europeans and to fill the almost 2 million vacancies that exist in the EU job market.

“Mobility is a personal option, no one is obliged to it (…), but we know that mobility is part of the solution to unemployment” in the European Union, declared the Employment and Social Affairs Commissioner, László Andor, in a press conference in Brussels that was offered to explain the changes to EURES, an initiative that has existed for the last 20 years.

Among the novelties, the web page EURES is set to improve job supply by opening access to national employment offices –which will be able to publish the CVs of the unemployed if they give their authorization- and also to private services like, for example, temporary work agencies.

The changes include the possibility for those who are job hunting and companies offering jobs to receive guidance to facilitate recruitment and the integration of those who are newly hired in their new jobs.

The collaboration and data exchange between countries will also be improved, along with a request for governments to make greater efforts in order to “bring awareness” about labor and social security rights that help workers with mobility in order for them to not suffer abuse or run into obstacles when changing member States.

The main objective of EURES is to “connect” job searchers with the vacancies that exist in the European Union –currently at 2 million, according to the figures from Brussels- and to contribute to reducing the “unacceptable levels” of unemployment that there are in the EU, said Andor.

Even with all of this, the Commissioner avoided providing the estimated figures on the real impact that these changes will have on the European job market, but he did concede that the “intensity” of placement with EURES will have a lot to do with the rhythm of recovery of the EU´s economy.
