Draghi: «Sin reformas, no puede haber recuperación»

El presidente del Banco Central Europeo (BCE), Mario Draghi, ha subrayado la necesidad "urgente" de aplicar reformas en la eurozona para elevar la producción en la región, ya que, según advierte, "&hellhellip;sin reformas, no puede haber recuperación".

"Recientemente dije que, en la actual coyuntura, en la política monetaria el riesgo de hacer demasiado poco excede al riesgo de hacer demasiado. Si queremos una recuperación más fuerte y más inclusiva, lo mismo se aplica a reformar demasiado poco", resaltó el presidente del BCE.

En un discurso pronunciado en Brookings Institution, Draghi rechazó que se pospongan las reformas para los "buenos tiempos" para evitar que afecten a la recuperación, ya que casi siempre que se han aplazado hasta que la situación mejore han acabado finalmente por no adoptarse.
Además, recalcó que no está seguro de que sin reformas ahora haya buenos tiempos en el futuro, ya que los problemas a los que se enfrenta Europa son en parte estructurales. Por ello, ve necesarias las reformas, porque el actual potencial de crecimiento es demasiado bajo para hacer frente al elevado desempleo y reducir la deuda.

Asimismo, Draghi argumenta que en varios países comienzan a verse los frutos de las "exitosas iniciativas" que se han llevado a cabo durante los últimos años en Europa, "en los malos tiempos".

"En pocas palabras no veo ninguna manera de salir de esta crisis a menos que generemos más confianza en el potencial futuro de nuestras economías", añadió el presidente del Banco Central Europeo.

Respecto a la política fiscal, advirtió de que sería "contraproducente" poner en entredicho la letra y el espíritu del mercado fiscal europeo, ya que generaría dudas sobre la sostenibilidad de los países y elevaría su coste de endeudamiento.

Sin embargo, instó a los países con margen fiscal a que lo utilicen, ya que puede apoyar a la política monetaria para fomentar la demanda, mientras que aquellos que tienen que seguir con la consolidación pueden respaldarla alterando sus presupuestos, "en particular recortando simultáneamente gastos no productivos e impuestos distorsionadores".

The president of the European Central Bank (ECB), Mario Draghi, has stressed the “urgent” need to put reforms into place in the Eurozone in order to boost production in the region since, as he warned, “…without reforms, there can be no recovery”.

“I recently said that in today´s economic situation, with monetary policy the risk of doing too little exceeds the risk of doing too much. If we want a stronger and more inclusive recovery, the same applies to reforming too little,” remarked the president of the ECB.

During a speech given at the Brookings Institute, Draghi rejected putting reforms off until “the good times come back” to avoid affecting the recovery since almost every time they have been pushed back until the situation improved, in the end the reforms do not get passed.

Furthermore, he stated that he wasn´t sure if without reforms now, there would be good times in the future since the problems facing Europe are structural in part. Because of that, he sees the reforms as being necessary because current growth potential is too low to take on high unemployment levels and to reduce debt levels.

Additionally, Draghi argued that in several countries the fruits of “successful initiatives” that were carried out over the last few years in Europe, “during the bad times”, are starting to be seen.

“In a few words, I cannot see any way out of this crisis unless we create more confidence in the future potential of our economies,” added the president of the European Central Bank.

In terms of fiscal policy, we warned that it would be “counterproductive” to put the terms and spirit of the European fiscal market under scrutiny since that would generate doubts around the sustainability of countries and would increase the cost of debt.

However, he insisted that countries with fiscal margins to use them since they can support monetary policies to promote demand, while those who have to continue with their consolidations can back them by altering their budgets, “specifically, by lowering spending on non-productive expenditures and distorting taxes”.
