El BCE asegura que está «preparado» para asumir la supervisión de los bancos de la eurozona

El Banco Central Europeo (BCE) está "preparado" para asumir la supervisión de los bancos de la eurozona y ejercerá su nueva labor de forma "dura", "intrusiva" pero "imparcial", según ha dicho hoy su responsable de supervisión, la francesa Danielle Nouy.

En una comparecencia ante la Comisión de Asuntos Económicos de la Eurocámara, Nouy ha defendido como "creíbles" los resultados de los recientes exámenes a la banca, y se ha mostrado convencida de que contribuirán a aumentar la confianza, mejorar la financiación de la banca y reactivar el crédito. La responsable de supervisión espera que los 13 bancos donde todavía un déficit de capital puedan cubrirlo por medios privados y sin ayudas públicas.

"Estoy satisfecha de confirmarles hoy que estamos preparados para asumir la responsabilidad de la supervisión única de los bancos de la eurozona", ha proclamado Nouy ante los eurodiputados. "Como se espera de nosotros con razón, seremos duros e intrusivos pero imparciales, responsables pero independientes", ha explicado.

Para realizar los test de estrés y prepararse para las tareas de supervisión, el BCE ha contratado a 900 personas y antes de finales de noviembre completará su personal con otros 91 trabajadores. En total, 21.000 personas se han presentado para trabajos en supervisión y 3.000 más para las funciones de apoyo, ha explicado la banquera francesa.

El examen a la banca ha dado al BCE la información detallada que utilizará para sus tareas de supervisión en los próximos años. Un total de 25 bancos, entre ellos el español Liberbank, suspendieron con un déficit de capital de alrededor de 25.000 millones de euros. No obstante, Liberbank y otras 11 entidades ya han cubierto sus necesidades. Los 13 restantes deben presentar un plan de recapitalización antes del 10 de noviembre. "Confío en que los bancos puedan cubrir sus déficits mediante medidas internas y accediendo a los mercados financieros", ha apuntado la responsable de supervisión del BCE.

Nouy ha atribuido los malos resultados de Italia (nueve de cuyos bancos están entre los suspensos) a la mala situación económica. "Los países que sufren una crisis más fuerte que otros están particularmente golpeados", ha sostenido, aunque ha subrayado que prefiere hablar de bancos y no de países.

Para la responsable de supervisión, la transparencia que se ha logrado con los exámenes a la banca "ayudará a los inversores a proporcionar la financiación y el capital que necesitan algunos bancos y dará confianza porque ahora saben muy bien lo que hay en los balances de los bancos". De este modo, los bancos "podrán hacer su trabajo, que es financiar la economía y en particular las pymes". Los test de estrés, ha proseguido, "eran un prerrequisito para reanudar la financiación de la economía". Pero se necesita también que mejore la situación económica y "otros actores deberán jugar su papel en esto".

The European Central Bank (ECB) is “ready” to assume the supervision of Eurozone banks and will carry out its new job “hard handedly” and “intrusively” but “impartially”, according to its new supervisor, Danielle Nouy, from France.

Appearing before the Commission of Economic Affairs of the Euro Parliament, Nouy said the results of the recent stress tests on the banks were “credible” and said she was convinced they would contribute to increasing confidence levels, improving financing in the banking sector and to reactivating credit flow. The head of supervision hopes that the 13 banks that still have a capital deficit are able to cover it with private funds and not public money.

“I´m happy to confirm that today we are prepared to assume the responsibility of the single supervision of the banks in the Eurozone,” proclaimed Nouy to the Euro MPs. “As is rightly expected of us, we will be hard handed and intrusive but impartial, responsible and independent,” she explained.

To do the stress tests and to prepare for the supervision activities, the ECB has hired 900 people and will fill the rest of the 91 positions by the end of November. 21,000 people were opting for supervision positions and 3,000 more for support positions, explain the French banker.

The banking exam has given the ECB detailed information that will be used for their supervision activities over the next few years. A total of 25 banks, among them the Spanish entity Liberbank, failed the tests with capital deficits totaling 25 billion euros. However, Liberbank and 11 others have covered their capital needs in the end. The 13 others have to present a recapitalization plan before November 10th. “I´m confident that these banks will cover their deficits using internal means and accessing financial markets,” said the head of bank supervision from the ECB.

“Countries that are suffering the crisis worse than others are being hit particularly hard,” she said, although she preferred to talk about banks and not countries.

For the head of banking supervision, the transparency that has been achieved from the banking tests “will help investors to provide the financing and capital that some banks need and will boost their confidence because now they´ll know very well what the banks have on their balance sheets”. Therefore, the banks “will be able to do their job, which is to finance the economy and, in particular, SMEs”. The stress tests, she continued, “were a prerequisite to start up financing the economy again”. But the economic situation still has to improve and “other actors have to play their role for this to happen”.
