El Círculo de Empresarios aboga por sustituir el INEM por agencias privadas de colocación

El Círculo de Empresarios ha abogado por sustituir el Servicio de Empleo Público Estatal (antiguo INEM) por la iniciativa privada, «porque ésta hace mucho mejor esta función».

Durante la presentación del informe “Crecimiento económico desde la perspectiva de la empresa española”, la presidenta de la asociación, Mónica de Oriol, ha asegurado que, con seis millones de parados en España, «el servicio público no es capaz de colocar a nadie, no sabe casar oferta y demanda«.

Esta iniciativa está en línea con su propuesta para reducir el tamaño de la Administración del Estado, «pues hay un exceso de duplicidades y de regulación, muchos servicios públicos redundantes derivados del crecimiento experimentado por las administraciones en los últimos años».

El Círculo cree que, a pesar de los recortes que este año ha sufrido el funcionariado, con la eliminación de una paga extra o bajadas de salarios, no se está abordando la reforma de la Administración «de forma urgente».

Según ha explicado el presidente del comité de crecimiento de la organización de empresarios, Alberto Terol, lo primero que debe hacer el Gobierno es definir las funciones que debe realizar el Estado y el número de funcionarios que tiene. «A partir de ahí, hay que plantearse a dónde queremos llegar, qué modelo de Administración queremos», ha señalado.

La presidenta del Círculo ha resaltado que los ajustes llevados a cabo en este ámbito hasta el momento «han sido lineales, iguales para todos los escalones de la Administración, cuando hay sectores que necesitan más financiación, como la Justicia».

En su opinión, «si no hay un esfuerzo serio y urgente por reformar la Administración y sólo se pone el énfasis en la presión fiscal, no valdrá para nada a largo plazo«.

«LA REFORMA LABORAL CREARÁ EMPLEO DE FORMA MÁS RÁPIDA»
Por otra parte, Mónica de Oriol ha valorado el primer año de la reforma laboral y ha destacado la «importancia» de la descentralización de los convenios, «algo que, cuando se recupere la economía, permitirá crear empleo de una forma mucho más rápida».

No obstante, cree que la nueva normativa ha dejado varios aspectos sin abordar, como la empleabilidad del trabajador o la segmentación de contratos. Además, ha apostado por condicionar la obtención del subsidio por desempleo a la búsqueda activa de trabajo, «ya que una persona que se queda en paro tiene la obligación de reciclarse».

En cuanto al futuro económico de España, el Círculo de Empresarios ha puesto el acento en las exportaciones como forma de crecer, «pero, para ello, el país y las empresas necesitan ser más competitivos».

En su informe, la asociación plantea la necesidad de facilitar el desarrollo de los sectores empresariales, «con especial énfasis en los industriales». Asimismo, aboga por reducir los costes operativos (logísticos, energéticos y laborales) «para
poder competir en igualdad de condiciones con los países del entorno».

También aborda la financiación de las empresas, «lo que requiere del ajuste fiscal del Estado, pues mientras la prima de riesgo siga como hasta ahora, los costes de financiación de la deuda española seguirán recayendo sobre las empresas».

Por último, se ha referido a la cifra de déficit del pasado año que el presidente del Gobierno, Mariano Rajoy, ha anunciado este miércoles. Según ha destacado, «no es una mala noticia porque el tema de la disciplina fiscal es una premisa básica para ganar credibilidad en la eurozona y para establecer la senda del crecimiento».

The Círculo de Empresarios is advocating for the substitution of the State Public Employment Service (previously the National Employment Institute, or INEM) by private initiatives “because they perform this function much better”.

During the presentation of the report “Economic Growth from the Perspective of Spanish businesses”, the president of the association, Mónica de Oriol, said that with six million unemployed workers in Spain, “the public service is not capable of placing anyone, nor can it match supply and demand”.

This initiative is along the lines of its proposal to reduce the size the Public Administration, “since there is an excess of duplicities and regulation, and also many redundant public services that were derived from the growth experienced by the administrations of past years”.

The Círculo believes that, in spite of the cuts that public employees have suffered this year, by eliminating one year-end bonus or decreasing salaries, the reforms of the Administration are not being addressed “with any urgency”.

According to the explanation of the head of the committee for growth of business organisation, Albert Terol, this first thing that the Government should do is to define the functions that the State should carry out and the number of civil servants it has. “From there, we have to decide where we want to go and what administrative model we want”, he stated.

The president of the Círculo stressed that the cutbacks that have been put in place up till now “have been linear and equal for all levels of the Administration, when there are some sectors that need more funding, like the judicial sector”.

In her opinion, “if there are no serious and urgent efforts to reform the Administration and if there´s an emphasis put only fiscal pressure, it won´t be any good in the long run.

“THE LABOUR REFORM WILL CREATE JOBS FASTER”
Also, Mónica de Oriol evaluated the labour reform programme´s first year and emphasised the “importance” of decentralising the collective bargaining agreements, “something that will create jobs much faster as soon as the economy is healthier”.

However, she thinks that the new legislation has left several aspects untouched, like the employability of workers or the segmentation of contracts. Furthermore, she firmly believes in the need to condition obtaining unemployment benefits to active job searching, “since a person that ends up being unemployment has the obligation to recycle themselves”.

As for Spain´s economic future, the Círcul
o de Empresarios stressed exporting as a means of growth,
“but in order to do that, the country and businesses need to be more competitive”.

In its report, the association set forth the need to facilitate the development of business sectors, “with a special emphasis on industrial businesses”. Similarly, it champions the reduction in operating costs (logistical, energy and labour costs) “to be able to compete in equal conditions with other similar countries”.

It also looks at the financing of businesses, “in reference to the Government´s fiscal tightening, while the risk premium stays like it is, the costs of financing Spanish sovereign debt will continue to fall on businesses”.

Lastly, she made reference to last year´s deficit data that President Mariano Rajoy presented this Wednesday. According to her, “this is not bad new because the idea of fiscal discipline is a basic premise to win back credibility in the eurozone and to establish the way back to growth”.
