El nuevo reglamento de control económico de los clubes fija un límite de coste de la plantilla

El presidente del Consejo Superior de Deportes (CSD), Miguel Cardenal, y el de la Liga de Fútbol Profesional (LFP), José Luis Astiazarán, han presentado este miércoles el nuevo reglamento de control económico de los clubes, que será aplicado ya en 2013-14, fija un límite de coste de la plantilla y tiene objetivo contribuir a la «sostenibilidad» económica-financiera del fútbol profesional».

En el acto, celebrado en la sede de la Liga, Cardenal y Astiazarán han destacado como principal punto la «fijación de un límite de coste de la plantilla deportiva» con el que se pretende «garantizar el equilibrio presupuestario» y que actúa sobre la disponibilidad o no de inscripción de jugadores por parte de los clubes y Sociedades Anónimas Deportivas(SAD’s).

Con el nuevo reglamento, los clubes y SAD’s adscritos deberán presentar los informes presupuestarios como fecha límite el 30 de abril de la temporada anterior a la que se refiere el presupuesto a verificar por la LFP. Posteriormente, se comprobará el estado de cada club. Si hay un equilibrio entre ingresos y gastos no tendrán ningún problema, pero si se supera el límite de coste de plantilla no se podrá inscribir a los jugadores.

José Luis Astiazarán comentó que el principal objetivo de esta nueva medida es «reforzar la equidad competitiva de los clubes». «Trabajamos para que la equidad funcione, para que haya más igualdad y el fútbol sea cada vez más competitivo», dijo.

Además, el presidente de la LFP aseguró que la iniciativa de crear este nuevo reglamento ha sido de los clubes de fútbol. «Felicitar a los propios clubes, la iniciativa ha sido suya. Con esto pretendemos crear un sistema de control eficaz», apuntó.

Por su parte, Miguel Cardenal señaló este nuevo reglamento como «un cambio profundo» a la hora de «revertir» algunos de los problemas que se presentan en el fútbol español. «Es una herramienta capaz de revertir algunos de los problemas más importantes que se presentan en el fútbol español. La realidad son las dificultades financieras en la que se encuentran algunos equipos. Esta medida pone las bases para que las situaciones que se han dado no pasen», aseguró.

El presidente del CSD insistió en que da «completo respaldo» a la elaboración de este proceso. «Es una industria con grandes fuentes de ingresos. Necesitamos un fútbol saneado y con estas medidas se da un paso muy importante”, indicó.

Para concluir, Cardenal declaró que el trabajo del CSD es supervisar el trabajo de la Comisión de Control de la Liga. «Tienen mayor autonomía en la gestión y mayor responsabilidad. Nuestro trabajo es controlar que esa autonomía se ejercite de forma adecuada y exigir esa responsabilidad», subrayó.

The president of the Higher Sports Council (CDS), Miguel Cardenal, and the president of the Professional Football League (LFP), José Luis Astiazarán, presented a new rule on Wednesday for the economic control of football clubs to be applied in the 2013-14 season which sets a cost limit for teams and whose objective is to contribute to the “economic and financial sustainability of professional football (soccer)”.

During the presentation, held at the League´s headquarters, Cardenal and Astiazarán emphasized the rule´s main point was the “establishment of a cost limit for sports teams” so as to “guarantee a balanced budget” and to address a player´s availability to be registered by sports teams and public limited sports companies or corporations (SADs in Spanish).

With the new rule, member clubs and SADs must present their budget reports before the April 30th due date for budgets that refer to the upcoming season in order to be verified by the LFP. Afterwards, the state of each club will be examined. If there is a balance between income and expenditures, there won’t be any problem but if the cost limit is exceeded, players will not be allowed to be registered.

José Luis Astiazarán stated the main objective of the new rule is “to strengthen the competitive equality of the clubs”. “We are working so that there more fairness, more equality and so that football is even more competitive,” he said.

Additionally, the president of the LFP declared that the initiative to create this rule had come from football clubs. “Congratulate the football clubs, this initiative was theirs. We are trying to create an effective control system with this rule,” he added.

Also, Miguel Cardenal noted that this new rule was “a profound change” when it comes to “reversing” some of the problems that Spanish football is facing today. “It´s an effective tool that reverses some of the biggest problems in Spanish football. The reality is that some clubs are having financial difficulties. This rule sets up the groundwork so that the situations that have appeared don’t happen anymore,” he declared.

The president of the CSD insisted that it is giving “complete support” to this process. “This is an industry with large sources of income. We need a healthier football league and these measures are an important step forward,” he indicated.

To conclude, Cardenal said that the CSD´s job is to supervise the work of the Control Commission of the league. “They have greater freedom in management and more responsibility. Our job is to make sure that freedom is used in the correct way and to demand that responsibility,” he stressed.
