El precio de usar Internet en el móvil en otro Estado miembro de la UE bajará a partir de mañana un 55%, al pasar de los 45 céntimos por mega actuales a un máximo de 20 céntimos (sin incluir el IVA), según establece el reglamento comunitario que fija las tarifas máximas de roaming. Desde este martes se reduce también en un 21% el precio de efectuar llamadas de móvil en el extranjero (hasta situarse en 19 céntimos por minuto); en un 28,5% el de recibir llamadas (hasta 5 céntimos por minuto); y en un 25% el coste de enviar un mensaje de texto (que será como máximo de 6 céntimos). "La línea de meta está a la vista y confío en que antes de las Navidades de 2015 los recargos desaparecerán para siempre", ha dicho este lunes la vicepresidenta de la Comisión y responsable de Agenda Digital, Neelie Kroes. Para Kroes, este año "por fin puede decirse que el sector de las telecomunicaciones está entendiendo el mensaje sobre el roaming" ya que muchas compañías están ofreciendo planes y tarifas que están por debajo del tope autorizado por la UE. Además, en seis Estados miembros, los operadores ofrecen planes sin recargo de itinerancia. "Pero no es suficiente. Es ridículo que las compañías en EEUU ofrezcan a sus clientes roaming gratis en más de 100 países, incluyendo los de la UE, pero que los clientes europeos no disfruten todavía de las mismas oportunidades", ha denunciado la vicepresidenta. La Eurocámara ya ha aprobado prohibir el recargo por roaming a partir del 15 de diciembre de 2015, en un informe cuya ponente fue la eurodiputada del PP, Pilar del Castillo. Sin embargo, los Estados miembros todavía no han alcanzado una posición común sobre este reglamento. Las reglas chocan con los grandes operadores europeas, como Telefónica, France Telecom o Deutsche Telekom, que alegan que la supresión del roaming reducirá sus ingresos y se traducirá en un recorte de las inversiones necesarias para desplegar las nuevas redes de fibra óptica. A partir de este martes, los operadores móviles en Europa podrán además ofrecer un plan específico de itinerancia antes de salir de viaje e incluso permitir a sus clientes elegir un operador local para servicios de datos en el país visitado. Gracias a la legislación de la UE, los recargos por itinerancia se han reducido entre el 80% y el 90% desde 2007 a 2014. |

The price of Internet usage abroad on cell phones in another EU member State will go down by 55% tomorrow, going from 45 cents per mega currently to a maximum of 20 cent (no including VAT), according to EU regulations that set maximum roaming rates. Starting on Tuesday the price of making calls when abroad on cell phones will also be reduced by 21% (down to 19 cents per minute); the price of receiving calls will go down by 28.5% (to 5 cents per minute); and the cost of sending text messages will be reduced by 25% (to a maximum of 6 cents). “The finish line is in sight and I´m confident that before Christmas of 2015 the charges will disappear forever”, said the European Commissioner for Digital Agenda, Neelie Kroes. For Kroes, this year “it can finally be said that the telecom sector is grasping the message on roaming” since many companies are offering plans and rates that are below the máximum authorized by the EU. Furthermore, in six member States operators are offering plans without roaming charges. “But this is not enough. It´s ridiculous that American companies offer their customers free roaming in more than 100 countries, including the EU, but European customers still can´t enjoy the same advantages,” complained the vice-president. The Euro parliament has already passed a prohibition on roaming charges after December 15th, 2015 in a report whose main proponent was the PP´s euro MP, Pilar del Castillo. However, member States still haven´t reached an agreement on this regulation. These rules don´t sit well with the big European mobile companies, like Telefónica, France Telecom or Deutsche Telekom, who allege that getting rid of roaming will reduce their earnings and will cause cutbacks in the necessary investments to make the new fiber optic networks available. Starting on Tuesday, European mobile operators will be able to offer specific roaming plans before traveling abroad and even allow their customers to select a local operator for data services in the country being visited. Thanks to EU legislation, roaming charges have been reduced by between 80% and 90% from 2007 to 2014. |
