España y Reino Unido firman un memorando para el reconocimiento mutuo de las titulaciones académicas

El ministro de Educación, Cultura y Deporte, José Ignacio Wert, y el secretario de Estado de Educación Superior del Reino Unido, David Willetts, han firmado un memorando de entendimiento educativo, mediante el cual se facilitará el reconocimiento mutuo de las titulaciones académicas de ambos países y se reforzarán los lazos, el entendimiento y la calidad de sus sistemas educativos en todos los niveles.

Según ha informado Educación, el acuerdo tiene como objetivos conjuntos la mejora de la calidad educativa (incluida la formación en lengua extranjera); la promoción de la movilidad de alumnos y educadores; la colaboración técnica mediante intercambios que faciliten el reconocimiento educativo y la mutua información en relación con los currículos de todos los niveles educativos; y la promoción de la calidad educativa de los programas conjuntos (dobles y/o titulaciones conjuntas) y su implementación.

El memorando es el resultado conseguido por un grupo de trabajo coordinado por el British Council en España e integrado por representantes de los Ministerios de Educación español y británico, así como por responsables de las políticas de todas las etapas educativas, de las respectivas agencias para la calidad educativa y de reconocimiento de titulaciones.

Wert y Willetts consideran que este acuerdo firmado «es una clara apuesta y una expresión de las excelentes relaciones existentes entre ambos países; además del interés de continuar los trabajos para reforzar los intercambios y el reconocimiento entre nuestros sistemas educativos».

En sus reuniones se ha hablado de la importancia que en las reformas educativas del Reino Unido han tenido en tres pilares: la autonomía de los centros y la rendición de cuentas, las evaluaciones a nivel nacional y la mejora de los procedimientos de selección y formación del profesorado.

En las reuniones se ha constatado el básico nivel de acuerdo sobre estas cuestiones entre los dos principales partidos del Reino Unido, el conservador y el laborista. Esto ha permitido que en los últimos 30 años, haya habido cambios en los gobiernos del país sin que se haya cambiado el sistema educativo.

The (Spanish) Minster of Education, Culture and Sport, José Ignacio Wert and the Minister of State for Universities and Science, David Willetts, have signed a memorandum or educational understanding, through which the mutual recognition of academic qualifications will be facilitated between both countries and will work to strengthen ties, understanding and the quality educational systems on all levels.

According to the (Spanish) Ministry of Education, the agreement has joint objectives like the improvement in educational quality (including foreign language learning); promoting the mobility of alumni and educators; technical collaboration through exchanges that enhance educational recognition and information exchange related to Curriculums on all educational levels; and championing the educational quality of the joint programmes (double programmes of joint degrees) and their implementation.

The memorandum is the result of the a work group coordinated by the British Council in Spain and that was made up of representatives from the Spanish and British Education ministries,
as well as those responsible for the policies at every education stage, for the respective agencies for educational quality and for the recognition of degrees.

Wert and Willetts believe that signing this agreement “is a clear commitment towards and an expression of the excellent relationship that exists between both countries; as well as interest in continuing to work towards strengthening exchanges and recognition between our educational systems.

In their meeting, the spoke about the importance of the UK´s educational reforms have had in three areas: the freedom of the (educational) centres and rendering accounts, the evaluations on a national level and the improvement in the procedures to select and train professors.

During the meeting the issue of the basic level of agreement that has been reached on these matters between the two main political parties, conservatives and the labour party, was discussed. This has allowed for changes in the country´s government over the last 30 years without having to change the educational system.
