OECD champions increasing productivity as a way to increase salaries

03/03/2014 | Europa Press – Europa Press English

The Secretary General of the Organization for Economic Co-operation and Development (OECD), Ángel Gurría, has advocated increasing productivity as a way to increase salaries in Spain. However, he stated that Spain is already “becoming competitive again” because of the measures in place and, even though they started “late”, they are beginning to “show results”.

Furthermore, he discarded any “imminent danger” of deflation in the eurozone, although he admitted that “in certain moments” the increase in price indexes could be “less than expected” because of a lack of a “full recovery” and “enough economic vitality”.

Before participating in the Forum “Spain: From Stability to Growth” that took place on Monday in Bilbao, and being asked about if the “recipe” for Spain to get over the crisis would include lowering salaries, Gurría remarked that over the last 15 years, labor costs “in many European countries, including Spain” increased more than productivity, which created a “very important” loss of competitiveness.

In his view, this circumstance “is already getting better”, for Spain, Portugal, Ireland and Greece “to some extent”, but “it still has not recovered in other areas, and larger European countries” have increased employment remuneration more than productivity. “That is where there is a lot of work to do,” he said.

Gurría insisted that increasing salaries is “a question of productivity” that “has nothing to do with the absolute level of salaries” but actually with remuneration for work and “what this work produces per hour”.

“This is what we should work on. The best way to achieve better salaries is to increase productivity. So that is where we should turn our attention, not on having a higher or lower salaries than the absolute level,” he insisted.

Therefore, he encouraged “working on the education, innovation, competition, capabilities and abilities” of workers in “Spain, Europe and the rest of the world”. “This is what is going to allow for remuneration levels for work to start improving,” he asserted.
