Rajoy dice que el acuerdo es «muy bueno para España», con un beneficio neto de 0,2% del PIB

El presidente del Gobierno, Mariano Rajoy, ha calificado este viernes de «muy bueno para España» el acuerdo sobre el presupuesto de la UE para 2014-2020 porque le garantiza seguir como beneficiaria neta de las ayudas europeas durante los próximos siete años.

«Vamos a recibir más de lo que aportamos, el saldo neto es del 0,2% del PIB (frente al 0,15% del actual periodo 2007-2013) y por tanto podemos estar contentos y satisfechos», ha resaltado Rajoy en rueda de prensa al término del Consejo Europeo.

«Ha sido un proceso arduo, largo y trabajoso pero hemos alcanzado un buen acuerdo», ha sostenido Rajoy. «Este resultado es muy importante para España ante la crisis que atravesamos y los importantes esfuerzos de consolidación fiscal que estamos haciendo», ha agregado.

A juicio del presidente del Gobierno, el resultado de la cumbre «supone un espaldarazo de Europa a las políticas que estamos llevando a cabo muchos países de la Unión».

En materia de política de cohesión, Rajoy ha destacado en primer lugar la creación del nuevo fondo para combatir el paro juvenil dotado con 3.000 millones de euros, una iniciativa a la que ha dedicado «mucho tiempo en las últimas semanas».

A España le corresponderá un tercio del total, alrededor de 1.000 millones y el presidente del Gobierno ha dicho que «vamos a intentar que este fondo sea lo suficientemente flexible para que cada país pueda hacer con estos recursos todo aquello que crea mejor», no sólo formación sino también bonificaciones para contratos o incluso ayudas directas.

En segundo lugar, España tendrá una asignación especial de 1.800 millones de euros en fondos para las regiones. Y Ceuta y Melilla se beneficiarán de un sobre especial de 50 millones. Finalmente, Rajoy ha destacado el aumento de la prima por desempleado en Castilla-La Mancha, Andalucía, Murcia, Melilla y Canarias, que generará unos fondos adicionales de 900 millones.

Por lo que se refiere a la agricultura, y pese a la reducción en el presupuesto comunitario, España mantendrá una dotación de 35.000 millones de euros en ayudas directas y aumentará un 3% el presupuesto para desarrollo rural, hasta 8.300 millones. De ellos, 500 corresponden a una asignación específica lograda en la recta final de la negociación.

Además, aumenta la flexibilidad porque el 15% de estos fondos se podrá transferir entre ayudas directas y desarrollo rural. «Se consolida el apoyo a los agricultores españoles hasta 2020 y esto es muy importante», ha indicado Rajoy, que ha destacado la aportación de este sector a la reactivación económica por su carácter exportador.

España reducirá por otro lado su aportación a las arcas comunitarias debido a la menor talla del presupuesto y al recorte en los cheques a los contribuyentes netos. Rajoy ha cifrado esta mejora en 3.300 millones de euros.

al tratarse de un paso más en el proceso de integración, ha defendido el presidente del Gobierno.

Esta defensa del interés europeo es a su juicio compatible con la defensa del interés nacional. «Lo importante de este acuerdo es que todos hemos podido contar una película porque todos hemos encontrado elementos positivos», ha señalado.

Rajoy ha reconocido que el techo de gasto pactado «es bajo» pero ha alegado que también en España tanto la administración central, como las comunidades y los ayuntamientos han debido recortar sus presupuestos por la crisis. Y se ha mostrado convencido de que será posible convencer a la Eurocámara de que lo apruebe.

«Espero que todos lo que formamos parte del Consejo Europeo podamos convencer a los diputados del Parlamento Europeo de que es un buen presupuesto en la situación que vivimos en este momento», ha señalado.

Prime Minister (PM) Mariano Rajoy called the agreement reached on Friday over the EU budget for 2014-2020 “very good for Spain” because it guarantees that it will continue to be a net beneficiary of European aid for the next seven years.

“We are going to receive more than we put in, the net balance is 0.2% of GDP (compared to the 0.15% currently for 2007-2013) and we should therefore be happy and satisfied”, Rajoy stated in a press conference after the European Council adjourned.

“It has been an arduous, long and strenuous process but we have reached a good agreement”, indicated Rajoy. “This outcome is very important for Spain because of the crisis we are going through and because of the important fiscal consolidation we are undertaking”, he added.

In the PM´s judgement, the result of the summit “shows a strong backing from Europe for the policies that we are carrying out in the EU”.

In terms of political cohesion, Rajoy first made mention of the creation of a new 3 billion euro fund to combat youth unemployment, an initiative that he had dedicated “a lot of time during the last few weeks”.

One third of that aid, around 1 billion euros, corresponds to Spain and the PM has said that “we are going to try to make this fund as flexible as possible so that every country can do what it deems best with these resources”. This means not just job-training but also supplements for contracts and even direct aid.

Secondly, Spain will have a 1.8 billion euro special assignation for their regions, while Ceuta and Melilla will benefit from a 50 million euro package. Lastly, Rajoy underlined the increase in benefits per unemployed worker in Castile-La Mancha, Andalucía, Murcia, Melilla and the Canary Islands which will create some 900 million euros additional funds.

In reference to Agriculture, and despite the EU´s budgetary reduction, Spain will maintain the amount of 35 billion euros in direct aid and will make a 3% increase in the budget for rural development to 8.3 billion euros. Of those, 500 million euros correspond to a specific assignation that was secured during the final stretch of the negotiations.

Furthermore, flexibility will be increased since 15% of these funds can be transferred between direct aid and rural develop
ment.
“The support of agriculturalists is consolidated through 2020 and this is very important”, affirmed Rajoy, who made mention of the importance of this sector for the reactivation of the economy due to its exportations.

On the other hand, Spain gets to reduce the amount is provides to EU coffers due to the smaller size of the budget and the cutbacks in the cheques that go to the net contributors. Rajoy said this was an improvement to the tune of 3.3 billion euros.

“It has been a lot of work but the results are good, they meet our expectations and, aside from being good for Spain, they are very good for Europe” in terms of additional steps in the process of integration, declared the PM.

This defence of European interests is, in his judgement, compatible with defending national interests. “What is important in this agreement is that we´ve all be able to take something away because we´ve all found positive elements”, he said.

Rajoy did recognise the fact that the spending ceiling agreed upon “is low” but he alleged that in Spain the central Administration, the Autonomous Communities and the City Halls have all had to reduce their budgets because of the crisis. He also seemed convinced that it will be possible to persuade the European Parliament to sign off on it.

“I hope that all of us who make up the European Council can convince the representatives in the European Parliament that it is a good budget for the situation in which we are living at the moment”, he said.
