Uno de cada cuatro negocios en España se encuentra en la economía sumergida

La Federación Nacional de Asociaciones de Trabajadores Autónomos (ATA) estima que prácticamente una de cada cuatro actividades económicas en España están en el ámbito de la economía sumergida y, por tanto, no paga ni cotizaciones ni impuestos.

En una nota, el presidente de la organización, Lorenzo Amor, asegura que esta estimación supone que en torno a un millón de negocios actúan en “negro”, incurriendo en una competencia desleal y en un sobreesfuerzo fiscal para los más de tres millones de autónomos que sí cumplen con el fisco.

ATA recalca que la economía sumergida no sólo se da entre desempleados, sino también entre aquellos asalariados que realizan alguna actividad “extra” por la que no cotizan ni pagan los correspondientes impuestos.

La organización propone tres medidas para tratar de aflorar parte de la economía sumergida y que, a su juicio, debería tener en cuenta el Gobierno de cara a la próxima reforma fiscal.

Tres propuestas contra el empleo en “B”
La primera es el establecimiento de una retención del 15%, en lugar del 21% actual, para aquellos autónomos cuyos ingresos trimestrales sean inferiores a 12.000 euros anuales.

En segundo lugar, ATA apuesta por establecer deducciones fiscales a familias, fijando un tope máximo, por gastos derivados de sanidad, educación o rehabilitación de viviendas, lo que llevaría consigo que las familias contrataran los servicios de aquellas personas que en regla con la seguridad social y con Hacienda.

Por último, la organización insta a fijar una base mínima diferenciada a la seguridad social para aquellos autónomos cuyos rendimientos netos anuales declarados no superen los 8.000 euros.

Para apostillar estas propuestas, Amor apunta que «la economía sumergida crece cuando con ingresos mensuales de 1.000 euros se tienen que pagar 210 euros de retención y 270 euros de cotización a la seguridad social, quedando únicamente un neto de 520 euros al mes, cantidad inferior al salario mínimo interprofesional (SMI)».

The National Federation of Self-Employed Workers Associations (ATA) estimates that practically one in four economic activities in Spain fall into the category of the underground economy and, therefore, don´t contribute to social security or get taxed.

In a press statement, the president of the organization, Lorenzo Amor, said that this estimation means that around one million businesses carry out their activities in the “underground” economy, creating unfair competition and an extra fiscal load for the rest the three million self-employed workers to carry that do pay their taxes.

ATA insisted that the underground economy does not only exist among the unemployed but among those on salary that do some “extra activities” without paying social security or their corresponding taxes.

The organization has set forth three steps to try to bring around part of the underground economy, which, according to their way of thinking, should be considered by the (Spanish) Government when facing the next set of tax reforms.

Three proposals against “undeclared” employment
The first step would be to establish withholdings of 15%, instead of the current 21%, for those self-employed workers whose quarterly income is less than 12,000€ per year.

Secondly, ATA wants to establish tax deductions for families, with a maximum, for expenditures related to healthcare, education of home improvements if these families were to hire the services of the people who actually pay their social security and taxes.

Lastly, the organization insists on making a base contribution level different than that of social security to those self-employed workers who annual declared net income does not surpass 8,000 euros.

To justify these proposals, Amor stated that “the underground economy grows when on a monthly income of 1,000 euros you have to pay 210€ for tax withholdings and 270€ for social security, which means you only take 520 euros net per month; a salary that´s under the minimum professional wage.
